Setting AvaTax as a Tax Agency in QuickBooks Online SmartTax

QuickBooks Online SmartTax allows customers to set "Tax Agencies" used to calculate sales tax. We have an existing integration with the AvaTax QuickBooks Online app that we use to calculate sales tax, but it requires a manual button click for each invoice.

I've found some guides on how to set Avalara as the Tax Agency for QuickBooks' automatic sales tax calculation service SmartTax, which is implies that it's possible or at least was at some time, but the guides don't work with the current version of QuickBooks Online (some of the necessary form fields aren't there).

Can someone tell me how to do this or provide a link to an up-to-date guide?

We outline how to calculate tax automatically using Avalara AvaTax for QuickBooks Online here:

You do not have to click the button. As long as you click "Save" to save the edits you have made, it will send to Avalara automatically provided that your AvaTax settings are complete.

Unfortunately I don't see any way to reconcile this guide with Quickbooks' current UI:

The guide says to do the following to set Avalara as a tax agency:
1) In QuickBooks Online, click Taxes > Set up sales tax.
2) On the Sales Tax Center page, click Add/edit tax rates and agencies.
3) On the Sales Tax Rates and Agencies page, click New.
4) On the New Sales Tax Rate page, fill in the following fields with the indicated value, and then click Save:

But "Taxes" (in the left sidebar) isn't a waterfall menu and links directly to a page with no "Set Up Sales Tax" or "Add/Edit Tax Rates".
